Enhancing tsunami preparedness in Gujarat: GSDMA, INCOIS, Kachchh administration & Reliance Foundation hold mega mock exercise in Rapar Garh village

As the alarm rang around 9.40 am on Tuesday morning, there was a prepared calm in the village of Rapar Garh. Nestled along the Pingleshwar coastline, the residents rallied to align for a mock-evacuation, to take them a step closer to being certified ‘Tsunami-Ready’.

Observing World Tsunami Awareness Day while remembering the 2004 Indian Ocean tsunami, the Gujarat State Disaster Management Authority (GSDMA), the Kachchh district administration, INCOIS, Reliance Foundation and other agencies organised a mega mock tsunami exercise in Rapar Garh village, Kachchh. This was an effort to make the village tsunami-ready, as per the UNESCO Tsunami-Ready Recognition Programme.

Rapar Garh is vulnerable to cyclones, earthquakes and tsunamis and has witnessed drastic rainfall changes in recent times. As part of its disaster risk reduction efforts across India, Reliance Foundation worked with the last-mile stakeholders at the village, block and district-level, including the District Disaster Management Authority and the community to reduce disaster risk and enhance climate-resilience. Accordingly, Reliance Foundation conducted vulnerability assessments, helped the village strengthen its Village Disaster Management Plan (VDMP) and organised awareness programmes and preparedness activities.

During the tsunami preparedness exercises on Tuesday, villagers, who are near the Pingleshwar coastline, were evacuated to designated safe shelters. A mock alert was given by the Indian National Centre for Ocean Information Services (INCOIS) through GSDMA in the morning. The community was warned of a 9.03 magnitude simulated earthquake near Sumatra, Indonesia, expected to trigger a tsunami within the next 3 hours along India’s west coast. Evacuation route maps placed in key locations for easy visibility and access helped residents reach the shelters in a timely and planned manner. Incident Command Centre was set up as a co-ordination hub, near the village Panchayat Office.

Personnel of essential line departments, like police and health, were on standby to tackle emergencies while the marine police and fisheries department prevented fisherpersons from entering the waters. The district education officials and ANMs ensured that children were safely evacuated. In all, 290 people, including 65 children and 25 elderly persons, present in the village at that time were evacuated.

The mock exercises aim to enhance community resilience by strengthening coordination among government departments, community leaders, and residents, and improve the village disaster management plan. With practical implementation and periodic drills, the community will be better prepared to respond efficiently during real emergencies.

Reliance Foundation is working in close co-ordination with the government departments and nodal agencies along with communities, in several villages of Kachchh to raise preparedness for extreme events, strengthen response capacities, ensure last-mile delivery of life-saving information and make livelihoods climate-resilient. Reliance Foundation has supported over 21 million people through various disasters over the years, and is strengthening disaster resilience in eight states across India, driven by its commitment to empower vulnerable communities.

COVID-19 Response

Strengthening India’s fight against COVID-19 with a 360-degree approach

The COVID-19 pandemic, the largest humanitarian crisis in recent times, affected every aspect of life in the early 2020s. In India, even as the government provided relief measures and emergency services, people faced new challenges and there was urgent need for coordinated efforts from private partners to enhance and support these initiatives.

Reliance drew on its emergency response and disaster management experience, deploying the combined strengths of 600,000+ members of the Reliance family for on-ground efforts, material resources and support for community efforts across the country.

Reliance contributed Rs 571 crore to the PM CARES and other funds to help tackle the pandemic. Specific efforts were taken to provide 360-degree support to rural communities for lives and livelihoods. This note encapsulates the different components of the support Reliance provided in responding to COVID-19.

Specialised healthcare infrastructure

To address the critical need for specialised healthcare facilities, Reliance Foundation, along with entities across the Reliance ecosystem, had set up medical, quarantine, and intensive care units, providing over 2,000 COVID-19 hospital beds across India.

Reliance Foundation's swift response and collaboration with the Brihanmumbai Municipal Corporation led to the establishment of India's first COVID-19 dedicated hospital in just two weeks.

The Sir H.N. Reliance Foundation Hospital and Research Centre played a pivotal role in providing specialised medical facilities and quarantine services, ensuring safety and care of patients within the comfort of their homes.

As the second wave struck, Reliance Foundation further expanded its support, establishing a dedicated COVID-19 care facility at the National Sports Club of India, Mumbai, and Gujarat's first pediatric COVID-19 hospital in Jamnagar, all in record time to meet the urgent needs of the prevailing situation.

Mission Oxygen

Providing crucial support to the nation to meet a sudden shortage of medical oxygen for COVID-19 patients, especially during the second wave, Reliance repurposed its factory in Jamnagar in record time to produce liquid medical oxygen.

This was ramped up to meet the life-saving needs of 1,00,000 patients on a daily basis, delivered free of cost to various states. The facility contributed to 11% of India’s total production of medical-grade liquid oxygen.

Though Reliance was not a manufacturer of medical-grade liquid oxygen, it became India’s largest producer of this life-saving resource from a single location in order to stand with the country in its hour of need. Under the personal supervision of Shri. Mukesh D. Ambani, Chairman and Managing Director, the manufacturing facility at Jamnagar in Gujarat was repurposed to produce over 1,000 MT medical grade liquid oxygen and increase transportation capacities.

This two-pronged approach helped ensure swift and safe supply to various states and Union Territories across India.

Ensuring primary healthcare

Reliance Foundation's Mobile Medical Units continued to be a lifeline for rural communities during the pandemic, providing crucial medical assistance and raising awareness about preventive measures such as social distancing, mask-wearing, and hand hygiene in surrounding villages.

They played a crucial role in providing continued primary healthcare to the most vulnerable communities, especially those such as pregnant and lactating mothers. Since many people returned to their hometowns and villages due to the pandemic, this was especially important in providing bridge health care.

To ensure uninterrupted emergency services, Reliance Foundation provided free fuel to government-authorised vehicles and ambulances, supporting the transportation of COVID-19 patients across 21 states and three Union Territories. This initiative carried out during the second wave of COVID-19, bolstered emergency response services and facilitated timely medical attention to those in need.

Mission COVID Suraksha

Mission COVID Suraksha was vital in raising awareness on prevention and safety, distributing 1.4 crore masks to frontline warriors and communities across 26 states and union territories. Reliance Foundation's dedication to protecting vulnerable populations was evident as masks were distributed to police personnel, municipal workers, and high-risk communities.

A multi-lingual booklet accompanying the masks provided valuable guidance on proper mask-wearing and hygiene.

In addition to masks, Reliance Foundation distributed over 9.5 lakh sanitizers, 5+ lakh ORS packets, and 2+ lakh gloves across 20 states and Union Territories, further supporting communities and frontline workers in the fight against COVID-19.

Mission Vaccine Suraksha

In April 2021, Reliance Foundation launched Mission Vaccine Suraksha. With a vision of providing free COVID-19 vaccination across the country, this mission covered communities, employees, and families, ensuring equitable access to vaccination for all.

Reliance Foundation collaborated with local authorities, governments, and various organisations under the 'We Care' umbrella, providing free vaccination doses to states like Kerala, Gujarat, Rajasthan, Maharashtra, and others, expediting the vaccination drive.

The initiative aimed to reach every last-mile resident, including vulnerable groups.

ASMAN Project: Alliance for Saving Mothers and Newborns

Empowering Mothers and Newborns through Innovative Healthcare Solutions

In 2015, Reliance Foundation along with the Bill & Melinda Gates Foundation, MSD India, Tata Trusts, and the United States Agency for International Development (USAID) launched Project Alliance for Saving Mothers and Newborns (ASMAN), a first-of-its-kind initiative in India.

The primary objective of ASMAN was to expedite the reduction of neonatal and maternal mortality rates by enhancing the quality of care provided to mothers and newborns from admission to discharge, a critical period characterised by heightened mortality risk.

Employing an innovative approach, Project ASMAN harnesses multiple technology-based healthcare solutions in the states of Rajasthan and Madhya Pradesh to bolster the capacity of healthcare providers to deliver safe health outcomes for mothers and newborns.

By leveraging cutting-edge technologies, ASMAN aims to significantly curtail preventable maternal and neonatal deaths in selected health facilities across eight districts in Rajasthan and Madhya Pradesh.

Remarkable strides

From 2015 to 2022, the ASMAN programme made remarkable strides, impacting the lives of over 7.5 lakh mothers and newborns through 81 government health facilities.

From April 2018 to June 2021, the ASMAN app played a pivotal role in registering 4,33,100 cases and detecting 1,65,000 (38%) high-risk cases.

ASMANs was recognised with various awards through the duration of the programme until 2021.

Reliance Foundation Drishti

Bringing light to people’s lives has been the vision of Reliance Foundation Drishti a pioneering initiative for over two decades now. With awareness as the first step, Drishti has been at the forefront of this vision care movement for over two decades. Committed to providing comprehensive eye care services to those in need, it also promotes awareness, protects sight and promotes inclusivity for the visually impaired. It also organises eye screening camps across India and provides spectacles for refractive errors.

Partner treatment network

Through its network of eye hospitals and clinics, the Reliance Foundation Drishti initiative offers a wide range of treatments, including cataract surgery, glaucoma management, and corneal transplants. The transplants are done in association with the National Association for the Blind, Sankara Eye Foundation and Aravind Eye Care.

Braille newspaper

The initiative also brings out India’s only fortnightly international Braille newspaper in Hindi. This was launched in 2012, and its Marathi edition was launched in 2023. Produced in collaboration with the National Association for the Blind, with Shri Swagat Thorat, noted editor and writer as the paper’s Chief Editor, the Drishti newspapers cover news and updates besides reader contributions. At the start of every year, a Braille table calendar is distributed to readers of the paper.

Art & Essay Competition

The Reliance Foundation Drishti Art & Essay competition, is conducted annually by Reliance among children and grandchildren of its employees, to create awareness about eye donation among the younger generation and encourage them to become ambassadors of eye health during the National Eye Donation Fortnight, from August 25 to September 8.

Encouraging entrepreneurial efforts

Reliance Foundation Drishti also works in close collaboration with organisations like Sunrise Candles to support entrepreneurial efforts of those with visual impairment by procuring products like diyas and other gifting objects from such enterprises to promote inclusivity. The event this year, takes forward the commitment of work through the years.

External study on Reliance Foundation Drishti

An external Impact Assessment Study of Reliance Foundation’s Drishti Programme for Improving Vision Care among underprivileged communities of the Reliance Foundation Drishti programme found that corneal transplants have proven instrumental in enhancing the quality of life for those who have been supported. Individuals reporting ‘severe or extreme pain’ decreased from 48% before the surgery to 13.2% after the surgery while social participation increased from 17% to 44%. The programme has saved INR 4.3 crore in potential out-of-pocket expenses of beneficiaries of corneal transplants and has averted 3347 DALYs (Disability-adjusted life year is sum of life years lost due to disability).

Key impact

Through the years, this initiative has resulted in spreading the light of vision across India:

  • 22,000+ corneal transplants have been facilitated since 2003
  • Over 2 lakh consultations have been conducted, with 18,300+ people being provided with spectacles free of cost after detection of refractive error.
  • 4,200 per fortnightly copies are distributed across India and seven other countries with a readership of around 24,000
  • The fortnightly Braille newspaper in Marathi was launched in 2023 with a circulation of over 350 copies and a readership of 1750 readers
  • A Braille table calendar in Hindi is distributed on World Braille Day (4 Jan)

The Braille newspaper in Hindi in association with the NAB, since 2012, covers news and information for visually impaired readers.

During the Reliance Foundation Art and Essay competition 2024, in August 25, 2024 over 7,000 Reliance families from across 85 Reliance locations were involved, giving their children and grandchildren an opportunity to self-express through art and essay writing.

In 2024, Drishti also conducted a Braille Essay Competition and out of a total of about 80 entries in Hindi and in Marathi – six winners were selected for Hindi essay and three for Marathi essay writing. These participants are readers of the Reliance Foundation Drishti Braille newspaper.

By promoting eye donation and providing quality eye care, Reliance Foundation Drishti is making a significant contribution to the fight against blindness. The Art & Essay Competition for all the children & grandchildren of Reliance employees helps create awareness about eye donation. It encourages the younger generation to become ambassadors of eye health during the National Eye Donation Fortnight. The initiative's efforts have not only restored vision to countless individuals but have also inspired others to join the cause of eye health.

Community Medical Centers

Empowering lives through better health

Reliance Foundation aims to provide access to quality medical services and positively transform the lives of vulnerable communities across India.

With comprehensive medical centres and dedicated professionals, Reliance’s Motikhavdi Medical Centre in Jamnagar, Gujarat is a good example of a modern village public health centre, offering comprehensive medical services free of cost to the community since its inception in 1995.

This centre provides dedicated doctors and para-medics, a medicine counter, and well-equipped wards to ensure access to quality healthcare for vulnerable communities.

Crucial interventions

Focused on HIV / AIDS, the Community Care Centre and the AIDS Care Hospital in Mora village, Hazira, Gujarat, people living with HIV/AIDS receive in-patient services without financial burden. Since 2004, this facility has been providing preventive, diagnostic, and curative services, operating a fully functional 28-bed hospital exclusively for PLHIV.

From trauma care to crucial health interventions for the industrial and rural communities of the region, in Lodhivali, Maharashtra, the Dhirubhai Ambani Hospital in Lodhivali, Maharashtra, stands as an 82-bed state-of-the-art institution, extending crucial medical care to the industrial and rural population of Raigad district.

Offering free outpatient and subsidised in-patient treatment, senior citizens, and trauma victims affected by highway accidents, this hospital fills a much-needed effort to save lives in this region, including those of HIV/AIDS patients, through an antiretroviral therapy center.

With a primary focus on cancer treatment, Reliance Foundation's efforts in Nagpur, Maharashtra in collaboration with Dr. Abaji Thatte Sewa Aur Anusandhan Sanstha have helped set up a state-of-the-art cancer diagnosis, prevention, and treatment facilities.

Notably, 20% of the hospital's beds are reserved for economically disadvantaged cancer patients, receiving treatment free of cost. Moreover, the Foundation's support to the Rajasthan Medicare Relief Society has enabled preventive oncology services at the grassroots level, alleviating the financial burden of cancer.

To support neurotrauma victims and focus on road safety for two-wheeler riders, pedestrians, cyclists, and more, Reliance Foundation has partnered with the Indian Head Injury Foundation. In partnership with the Indian Head Injury Foundation, Reliance Foundation supports underprivileged victims of neurotrauma, targeting two-wheeler riders, pillion riders and children along with bus and taxi drivers, pedestrians and cyclists in the age group of 12-45 years.

Crucial interventions

Across the country, Reliance Foundation collaborates with multiple blood banks and organises free health check-up camps for thalassemia patients. Reliance Foundation encourages voluntary blood donation through felicitation programmes, promoting community participation in healthcare.

In order to enhance emergency response in public healthcare, Reliance Foundation's provision of advanced support ambulances to relevant municipalities in various regions ensures swift medical attention during critical situations.

Health Outreach Initiatives

Access to quality and affordable healthcare is critical for improving overall health, identifying preventable diseases, and managing existing medical conditions. Through prompt, reliable and quality healthcare early diagnosis and intervention, can significantly improve treatment outcomes and save lives.

Reliance Foundation’s Health Outreach initiatives aim to achieve this by providing access to medical care, particularly for vulnerable communities which make a positive difference in the lives of millions.

Through Mobile Medical Units (MMUs), Static Medical Units (SMUs), Community Health Centres (CHCs), and periodic health camps across states including Andhra Pradesh, Madhya Pradesh, Maharashtra, Gujarat, Haryana, and Uttar Pradesh, the programme has facilitated over 8.1 million consultations, benefiting vulnerable patients.

The Health Outreach programme is an optimal, cost-effective, high-quality replicable working model to provide an all–encompassing preventive and primary healthcare care.

It complements the available secondary and tertiary systems for low-resource clients (urban slum and chawl dwellers as well as the rural population) by providing free primary and preventive health care services at the doorstep of the needy.

The programme has a pyramid design. At the base, a team of health workers and nurses provide preventive health screening in the community. A unique, community engagement initiative, designed based on community needs, it enables promotive and preventive health and disease detection, especially for Non-Communicable Diseases at people’s homes.

The door-to-door health service is followed by camps in the same communities- focusing on high risk individuals for diagnosis confirmation, education and treatment initiation; all this leads to minimal loss to follow-up and maximal coverage.

Medical Mobile Units

The Medical Mobile Units, equipped with advanced technology, including cloud-based software for efficient patient management, bring essential healthcare services to the doorstep of beneficiaries, addressing their medical needs.

These are equipped with all essential medicines and point-of-care devices for quality primary care services. Static Medical Units complement the MMUs, offering diagnostic and consultation services focusing on chronic conditions like hypertension and diabetes. Skilled doctors, nurses, and social workers play a crucial role in providing primary medical care to patients in need, with focused initiatives for vulnerable groups.

Women’s Health – Anaemia Screening and Management

The approach prioritises continuity of care rather than one-time screening, enabling measurable improvement in health outcomes.

This programme has empowered over 100,000 women through anaemia screening, identifying 46% as anaemic and achieving a 7% year-on-year cure rate via sustained counselling, treatment, and follow-up care—strengthening maternal and community health from the ground up.

Child Nutrition and Growth Monitoring

  • 50,000+ children under five years screened for malnutrition
  • 8% identified as malnourished and enrolled into targeted nutritional interventions
  • Regular monitoring and referral ensure gradual improvement in nutritional status and developmental outcomes

Our programme screens children under five for malnutrition, so far has enrolled 8% into targeted interventions with regular monitoring, thus driving steady gains in nutrition, growth, and brighter futures for vulnerable young lives.

Each year, the programme delivers healthcare services at scale, reaching lakhs of beneficiaries across multiple interventions. In FY 2024–2025 alone:

  • 2,57,500+ free consultations conducted
  • 50,000+ new families enrolled into the outreach programme

  • 50,000+ women screened for anaemia
  • 10,495+ children under five screened for malnutrition

In addition, all adults aged 18 years and above are routinely screened for non-communicable diseases (NCDs), including diabetes and hypertension. Individuals diagnosed with these conditions are enrolled into ongoing management pathways, ensuring long-term monitoring and adherence to treatment.

In the first nine months of FY 2025–26, the programme expanded its reach and deepened community impact through sustained preventive and primary healthcare efforts:

  • 2,07,300+ free consultations delivered
  • 52,400+ new families enrolled into the outreach programme
  • 94,700+ individuals screened across key health parameters
  • 43,300+ women screened for anaemia
  • 4,400+ children under five screened for malnutrition

Over the last two years, our programme delivered more than 4,00,500+ consultations, enrolled 1,00,000+ new families, and carried out 2,40,000+ screenings for critical health risks, while tackling anaemia in 100,000+ women and malnutrition in 15,000+ children, proving preventive care at scale saves lives and halts NCD epidemics before they devastate communities.

Teleconsultation and Community Cancer Screening

  • 2,800+ patients received teleconsultations and specialist guidance in the past year
  • Patients requiring further evaluation are seamlessly linked to in-person consultations

Under the Community Cancer Initiative, close to 1,00,000 individuals are screened annually for common cancers, enabling early detection and timely referral for diagnostic confirmation and treatment.

The Teleconsultation program bridged access gaps by delivering teleconsultations with seamless specialist referrals. The AI enabled screening program screened and counselled people for common cancers, unlocking early detection to save lives where distance and mobility once stood in the way.

Health Seva Plan: A Decade of Compassionate Care

Launched on 25 October 2024 to commemorate 10 years of sustained community service, the Health Seva Plan represents a significant expansion of preventive and specialised care.

Key Interventions under the Health Seva Plan

  • 36,000+ women screened for breast and cervical cancer
  • 59 high-risk women identified and supported through further investigations and treatment pathways
  • 10,000+ adolescent girls administered the HPV vaccine, strengthening cervical cancer prevention
  • 50,000+ children screened for cardiac conditions
  • ~80 children supported with life-saving cardiac surgeries

This initiative reinforces the programme’s commitment to early diagnosis, advanced care linkage, and life-saving interventions for vulnerable populations.

The Health Seva Plan has screened women for breast and cervical cancer, identifying and aiding high-risk cases, vaccinated adolescent girls against HPV, screened children for cardiac risks, and enabled life-saving surgeries for the identified cardiac patients, delivering early detection and advanced care that safeguards vulnerable futures.

Economic Impact

Between April to December 2025 alone, the hospital’s Health Outreach team helped ease the financial burden for underserved urban communities enabling an estimated ₹5.58 crore in financial relief for patients and families. Through teleconsultations, specialist consultations, referrals, and surgeries, beneficiaries received ₹ 81,75,050 in care-related financial relief. A further ₹73,42,620 in diagnostic cost relief was enabled, while the lung cancer referral programme alone contributed ₹63,00,000 in financial relief. Together, these outcomes reflect the programme’s meaningful role in ensuring timely, essential healthcare is within reach without families having to delay or compromise care because of financial challenges.

Through its integrated model of outreach camps, teleconsultation, preventive screening, and referral-based care, the Sir H.N. Journey of our Hospital in 11 Years

Since its inception, the hospital has healed over 33 lakh lives and has provided more than 12.09 lakh OPD consultations to over 6.77 lakh patients, including 1.75 lakh children.

Sir H. N. Reliance Foundation Hospital is the only hospital in Mumbai, and one of the few in India, to perform all five key organ transplants - Heart, Liver, Lung, Kidney, Bone marrow. To date, the hospital has successfully carried out over 690 transplants.

On Founder’s Day, 28th December 2025, Sir H. N. Reliance Foundation Hospital launched Jeevan, a dedicated extension of the hospital designed to support patients requiring ongoing and specialised medical care.

The centre focuses on chronic disease management and advanced day-care therapies including chemotherapy, immunotherapy, dialysis, paediatric chemotherapy care, and specialised day-care services.

Taking healthcare access to women who need it the most

Providing women timely access to preventive healthcare is a crucial component of ensuring their continued well-being. This is particularly so for women from vulnerable communities, who are disadvantaged when it comes to access to healthcare services.

In this context, on International Women’s Day, March 8, 2023, about 300 women and adolescent girls from economically disadvantaged communities in Mumbai were screened through a mega health camp conducted by Sir H.N. Reliance Foundation Hospital. Eighty-five women were found to have elevated blood sugar or blood pressure levels while 281 were found to be anaemic.

The camp, conducted under the hospital’s Health Outreach Programme in collaboration with YMCA, Mumbai, involved general check-up, screening for cervical, breast and oral cancer, nutrition counselling and specialist consultations including gynaecology and orthopaedics. Experts also spoke to the participants at the camp to create awareness about cervical cancer prevention, mental health and the role of technology in healthcare.

“Though I know I am in good health, I decided to get myself checked after my instructor told me about the camp,” Bhakti, a student who is doing a beautician course at YMCA, said. "I want to be better informed about my health status."

Mobile health units and health camps ensure women in vulnerable communities have easy access to healthcare. The programme facilitates free of cost treatment, including for cancers in people who are economically disadvantaged.

Considering the gender gap in access to healthcare, the programme approaches women in most at-need communities through many ways. These approaches include reaching mothers through their wards in schools, seeking the support of community elders to encourage women in communities towards care-seeking and through door-to-door campaigning and awareness creation.

About 2.6 lakh women in Mumbai and Navi Mumbai have been able to access healthcare through the programme over the last 10 years. Through women, the programme has been able to instil health seeking behaviour in many families.

Delivering timely health services to the last mile

“Reliance Foundation’s Mobile Medical Units are a big relief for the villagers in remote locations; I am a living testimony of this as I got much-needed relief by availing these services. It is only because of the MMU doctors that I am in a position to feed my family today,'' says Mangal Singh from Kharuha village in Kotma, Madhya Pradesh.

Mangal Singh's primary source of livelihood is farming on leased land, mostly paddy during Kharif season. He also works as a daily wage labourer.

In 2017, he began experiencing stomach issues, which hampered his work and livelihood. While the nearby health centre provided symptomatic relief, he did not receive any long-term relief, even though he consulted several doctors. His expenses increased and he frequently could not report to work.

When Mangal learnt about Reliance Foundation's Mobile Medical Unit (MMU), he visited the free health services unit established in his village in 2018. Medicines were prescribed and given to him free of charge. These brought him respite from the pain. With the encouragement and advice of the MMU doctors, he extended the treatment course and did regular follow-ups. Now, Mangal visits the MMU twice every month. Considering doctor consultations, travel costs and medicine costs, he saves Rs 900 a month, and around Rs 10,000 annually. He even takes his family to the MMU, saving on those expenses too.

Reliance Foundation's MMUs continue to provide much-needed primary and preventive care towards better community health especially for vulnerable populations.
